We have ArcGIS Desktop License Manager 10.1 prerelease installed and configured. We are seeing multiple licenses checked out by the same user from the same machine, which gobbles up more licenses than necessary. This version of the license manager will support ArcGIS 10.x and ArcGIS 9.x releases. Visit the Existing users page for information on setting up different versions of the license manager. ArcGIS License Manager communicates through TCP/IP, which must be installed and functioning properly on your Windows license server. Uninstall any previous versions of the ArcGIS License Manager and the Sentinel Protection Installer Hardware key drivers from Add-Remove Programs if applicable. Note: This latest version of the license manager will support all prior releases of ArcGIS Desktop 9.x. Click Setup next to the ArcGIS License Manager option on the media front.
ArcGIS for Desktop 10.1 licenses received upgrade/replace any 10.0 licenses already owned. This means that if all your 10.0 licenses are currently deployed, you must either upgrade those systems to 10.1, or de-authorize their 10.0 licenses before your 10.1 licenses will be available for new deployments.

ArcGIS 10.1 for Desktop licenses (ESU123456789) support the ability to upgrade a currently installed and authorized system from 10.0 to 10.1. This means that if you simply uninstall ArcGIS Desktop 10.0, then install ArcGIS for Desktop 10.1, you can use the workflow below to easily upgrade your license.
How to Upgrade ArcGIS for Desktop - Single Use
- Uninstall ArcGIS Desktop 10.0 (without deauthorization of the license).
- Install ArcGIS for Desktop 10.1.
- When prompted to upgrade licenses, click 'Yes' to complete the upgrade process.
NOTE: A license can only be upgraded if it is current on maintenance. If this process fails, contact Esri Customer Service to verify that the account is current on maintenance.
If the above step has been already skipped and the system's installed licenses need to upgraded your 10.1, follow this workflow:
- Launch ArcGIS Administrator.
- Select Support Operations.
- Click 'Upgrade Now..'.
- If an internet connection is available:
- a. Chose the online authorization/upgrade option.
- b. Your licenses will be entered automatically.
- c. Follow the prompts to complete the upgrade.
- If an internet connection is not available:
- a. Chose the offline authorization/upgrade option.
- b. Your licenses will be entered automatically.
- c. This generates an upgrade/authorization file.
- d. Upload the result to Esri Customer Care.
- e. Double-click the resulting license file and follow the prompts in the Software Authorization Wizard to complete the authorization.
Common Issues
- Authorization limits remain in effect for 10.1 as they exist at 10.0. Thus, customers that currently have 5 licenses at 10.0 that were upgraded to 10.1 licenses, have 5 upgrades available, but 0 available for new deployments.
- It is not possible to authorize licenses beyond the limits of your account. Check the Customer Care Portal to ensure that you are not exceeding your available authorizations.
License Accounting & Upgrades

ArcGIS for Desktop 10.1 Concurrent Use licenses (EFL123456789) are a license type that leverages the ArcGIS License Manager to 'float' licenses on an organization's network, also support upgrades using the following workflow:

- Uninstall the 10.0 version of the ArcGIS License Manager.
- Install the 10.1 version of the ArcGIS License Manager.
- Launch ArcGIS License Server Administrator 10.1.
- Select 'Authorization'.
- Click 'Upgrade Now..'.
- If an internet connection is available:
- a. Chose the online authorization/upgrade option.
- b. Your licenses will be filled in automatically.
- c. Follow the prompts to complete the upgrade.
- If an internet connection is not available:
- a. Chose the offline authorization/upgrade option.
- b. Your licenses will be filled out automatically.
- c. This will generate an upgrade/authorization file.
- d. Upload the result to Esri Customer Care.
- e. Double-click the resulting license file and follow the prompts in the Software Authorization Wizard to complete the authorization.

Backwards Compatibility
The ArcGIS License Manager is the very first ArcGIS technology that should be upgraded because it is (backward) compatible with ArcGIS 10.1, 10.0, and all 9.x products.
Server Products
Server product licenses (ECP123456789) do not participate in upgrade workflows at this time. To upgrade an ArcGIS Server product, simply:
- Uninstall the ArcGIS Server 9.x/10.0 product.
- Install the ArcGIS Server 10.1 product.
- Authorize the product using the ECP code you've received from Esri Customer Service.
Summary
- The 10.1 licenses served from the 10.1 License Manager work for either the 10.1, 10.0, or 9.x client ArcGIS for Desktop software.
- The licenses used for 10.1 are from the current entitlement pool, you will not receive licenses in addition to what is current on maintenance.
- The 10.1 licenses you receive will upgrade/replace the 10.0 licenses you already own.

The ArcGIS Desktop and Engine 10.7 setup packages are designed to detect and upgrade an existing installation of the same ArcGIS product. The settings for the installation location, License Manager (for Concurrent Use), or authorization information (for Single Use) are retained during the upgrade.
ArcGIS Enterprise 10.7 upgrades are not supported at 10.7 Prerelease. To see the new capabilities of ArcGIS Enterprise 10.7 Prerelease, it is required to do a new installation. Upgrades from previous versions to the 10.7 Prerelease are not supported. Upgrades from the Prerelease version to the final released version are not supported. The final release will support upgrades as usual.
Arcgis License Manager Prerelease Version Download
If ArcGIS 10.7 will be installed on a machine that is different from where a previous ArcGIS 10.x product is currently installed and you wish to use the existing ArcGIS 10.1—10.6.1 authorization number for ArcGIS 10.7, the earlier version of an ArcGIS 10.x product must first be deauthorized before authorizing ArcGIS 10.7.
Arcgis License Manager 10.3
The copy protection mechanism for the Prerelease version of ArcGIS Desktop 10.7 and ArcGIS Engine 10.7 Concurrent Use requires that ArcGIS License Manager 2018.1 be installed to support these products. Existing ArcGIS 10.1—10.6.1 authorization numbers will work with ArcGIS Desktop and Engine 10.7. Existing ArcGIS Enterprise 10.6–10.6.1 authorization numbers will not work with ArcGIS Enterprise 10.7. You must obtain a 10.7 authorization number which will also work with the final release of ArcGIS Enterprise 10.7.
